Common Name Rinke's Pleurothallopsis [American Orchid Enthusiast current]

Found in Colombia without locality as a mini-miniature sized, cool growing epiphyte with erect, slender ramicauls enveloped by 4 to 5, imbricating, ribbed, tubular sheaths and carrying a single, apical, erect, coriaceous, obovate, rounded apically, cuneate below into the petiolate base leaf that blooms in the winter on a fascile of .16 to .2" [4 to 5 mm] long, successively single flowered inflorescence arising at the apex of the ramicaul.

CAUTION Luer's original description says that the lateral sepals are orange suffused with red and obviously this orchid does not have this, otherwise it is a good fit to his drawing.
